Uh..
You aren't supposed to play custom levels in Userlevels. Just use Debug mode, k1rbywasthere.
As for this level, I'm rating it 2/5. Bad mine placement - things get WAY too cluttered. And it just doesn't look that great.
I don't know what k1rbywasthere was smoking, but the mine placement isn't great. It isn't good. It's not even marginal. Essentially, you put together a probably un-playtested "race" map of mines.
How this constitutes as an "Action" map elludes me, since it's basically a mine-racer.
2/5, once more. I'd generally stay away from these types of maps if you consider making another.
