Could be a decent mine training level, but it's got way too many mines. You don't need to cluster them like that. A mine and then another horizontally or vertically one grid space away has exactly the same effect as three of those mines each a half - grid away from each other. See http://jeffkillian.com/NUMA.htm for what I mean (specifically in this case, Clustering).
